According to Mark Gurman, an Apple-related expert at the economic newspaper Bloomberg, OpenAI is consulting with an external law firm regarding its partnership with Apple, including legal action. OpenAI's concerns stem from the fact that while it had hoped the partnership would increase the number of paid ChatGPT users, this did not materialize, and the effect on increasing brand awareness was limited.

As Gurman reported at the time of the partnership, citing sources familiar with the matter, 'Apple has not paid OpenAI any money.' The partnership between the two companies was not based on monetary ties, but rather on the expectation of mutual strategic benefits.

The two companies reportedly considered the partnership to be 'potentially on par with their Google search agreement,' but in reality, it has fallen far short in terms of both revenue and strategic value. According to OpenAI's research, users overwhelmingly preferred the standalone ChatGPT app to the ChatGPT built into Apple devices.
OpenAI had hoped Apple would implement broad, cross-app integration and make ChatGPT more prominent within Siri, but Apple's implementation remained limited. One reason for this mismatch is believed to be internal concerns within Apple regarding OpenAI's privacy standards.
It should be noted that OpenAI is not necessarily pursuing legal action, and that it also has the option of formally notifying Apple of a breach of contract.
