Meta finally issues statement on fraudulent ads, but without any plans to improve, just excuses that 'reviewing a huge number of ads around the world comes with challenges'

Meta's social media platforms, such as Facebook and Instagram, distribute a large number of fraudulent advertisements that use photos of celebrities such as Yusaku Maezawa and Takafumi Horie without permission. Meta, which had been silent about this fraudulent advertisement for a long time, released a statement in Japanese on Tuesday, April 16, 2024, titled 'Regarding efforts against fraudulent advertisements impersonating celebrities.' However, the statement did not include any specific improvement plans, and only explained that 'reviewing a huge number of advertisements around the world comes with challenges.'

About Meta: Fighting against celebrity-impersonating fraudulent ads

Advertisements published on Meta services are collected in the ' Ad Library .' Below are the results of searching the Ad Library for the word 'Yusaku Maezawa.' Along with photos of Yusaku Maezawa, there are ads promoting 'Free investment classes' and '1 billion yen New Year's money,' but these are fraudulent ads.

When

we searched for the word 'Takafumi Horie,' we found a large number of advertisements from scammers who had set their display name to 'Takafumi Horie.'

Maezawa is also aware of the existence of fraudulent advertising, and on Monday, March 18, 2024, he posted, 'Facebook and Instagram are still terrible. Meta, please crack down on this kind of thing. You can automatically remove it with image recognition,' criticizing Meta.

Then, on Thursday, April 4, 2024, we conducted a public question session with Masahiro Ajisawa , CEO of Facebook Japan, regarding how to deal with fraudulent advertising.

On Tuesday, April 16, 2024, more than 10 days after Maezawa's public question, Meta released a statement in Japanese titled 'Regarding efforts against fraudulent advertising impersonating celebrities.' However, although the statement included statements such as 'Since 2016, we have invested more than $20 billion in security measures, including fraud prevention,' 'Meta's policy prohibits fraudulent advertising,' and 'We are working with law enforcement authorities to eradicate fraud,' it did not present any specific measures against fraudulent advertising.

Meta also claims that 'reviewing a huge number of ads from around the world comes with challenges,' and that it has 'people who understand the Japanese language, Japanese cultural background, and nuances' on its ad review team. However, Meta's negligence is clear, as the fraudulent ads in question would be easily identifiable as fraudulent by 'people who understand the Japanese language, Japanese cultural background, and nuances.'

Meta reviews ads against our advertising guidelines to distinguish fraudulent ads from ads that don't violate our policies, but reviewing the sheer volume of ads around the world presents challenges.
Fraud techniques are constantly changing, so Meta combines human review and automated detection to continually improve our enforcement strategies and ensure that we can deploy improved strategies at scale while protecting user privacy. To improve enforcement effectiveness, we incorporate learnings from ever-changing fraud techniques, test and implement new approaches, and make iterative changes to our existing enforcement systems. Our review team also includes personnel who understand the Japanese language, Japanese cultural context, and nuances.

Maezawa and Horie participated in a joint study session held at the LDP headquarters on Wednesday, April 10, 2024, and called for regulation of social media operators.
