According to Microsoft's Windows Insider Blog, Notepad version 11.2307.22.0, distributed to Windows Insiders who can take advantage of the latest features, will automatically save sessions.
When you reopen Notepad, it will automatically restore the tabs you had open the last time you used it, as well as unsaved content and edits.
The saved session state has no effect on the file, and you can choose to save or discard unsaved changes.
