Bleeping Computer, an IT news site, points out that Microsoft may be conducting A / B testing to measure the effectiveness of ads because ads were not displayed in the environment at hand.
It should be noted that this is not the first attempt by Microsoft to display an ad in Explorer, and from 2016 to 2017, it may have displayed an ad for OneDrive. Microsoft describes this as a 'hint' notification.
