You need to be logged in to the Twitter account you want to post cartoons, so enter your account and ID and click 'Login'.

You can set the post reservation time at the top, so select the date and time from the calendar. Since the time can be selected in units of one hour...
The minute time in minute increments is set manually. Enter the tweet text.
