OpenAI updated its first report at 5:03 am on November 9, 2023 Japan time regarding incidents in which ChatGPT and APIs were periodically rendered inaccessible, stating that the issue was ``investigating the issue.'' Afterwards, at 5:41 a.m., the company reported that it had 'implemented the fix and is monitoring the results,' and at 5:56 it said, 'We will continue to monitor for any issues.' However, at 10:23 a.m. reported that they were experiencing the issue again, saying, 'We are still experiencing periodic outages across ChatGPT and the API.' Later, at 12:49 p.m., 'We are dealing with periodic outages due to unusual traffic patterns that reflect DDoS attacks. We continue to work to mitigate this.' and at 6:21 p.m. on the 10th. Finally, they reported that ``The incident has been resolved and the service status has returned to normal,'' indicating that the problem has been resolved.

Anonymous Sudan posted on its Telegram channel, ``ChatGPT is currently completely down worldwide and there are thousands of reports on Twitter(X) and social media. Let's see if you agree,' he posted.
Additionally, Anonymous Sudan revealed that it is using a botnet called SkyNet for DDoS attacks on OpenAI. This botnet has been provided as a stressor service since October 2023.
Anonymous Sudan was launched in January 2023 and announced that it would target anyone who opposes Sudan. Since then, Anonymous Sudan has repeatedly carried out cyberattacks targeting global organizations and government agencies, and in June 2023, it is said to have brought down Microsoft's Outlook, OneDrive, Azure Portal, etc. with a DDoS attack. Anonymous Sudan's statement that ``anyone who opposes Sudan will be targeted'' is a fake, and some have pointed out that the group is a Russia-related group.
