Saito was born on November 3, 1936 in Wakayama City, Wakayama Prefecture, and raised in Sakai City, Osaka Prefecture. Initially he took over the family business, but made his debut in 1955 with 'Air Baron' at the age of 18. He was active as an up-and-coming manga artist at Hinomaru Bunko, the publisher of the popular 'book rental manga' at the time.
In 1960, he established 'Saito Production', a company for manga production. We have established a graphic novel production system by dividing the labor of work production.
