This measure comes after both companies' monthly user counts in the EU have exceeded 45 million. If designated, they will be required to submit transparency reports and other requirements.

Bloomberg, citing anonymous sources, reports that the European Commission, the EU's executive body, is preparing to designate ChatGPT and Roblox as 'mega-platforms.'
A 'super-large platform' designation applies to platforms within the EU with more than 45 million monthly users. If designated, the operating company is required to present measures to mitigate the risk of harmful content under the Digital Services Act (DSA), submit transparency reports, and pay an annual fee to the European Commission.
As of 2023, 17 items including Amazon, YouTube, X (Twitter), TikTok, and Instagram, along with the search engines Google and Bing, have been designated as such, for a total of 19 items.

Violations of the DSA Act can result in fines equivalent to up to 6% of a company's annual global sales. In July 2026, AliExpress was fined a record-breaking €550 million (approximately ¥102 billion) under the DSA.
According to an anonymous source who provided information to Bloomberg, the designation is expected to take place as early as August 2026.
