In the EU, the Digital Services Act, which regulates online intermediary services such as online marketplaces and SNS, came into force in 2022. This Digital Services Act requires providers of online intermediary services to immediately remove illegal content or false information posted, and will be fined if they fail to take action.

In October 2023, EU regulators launched an investigation into X over illegal content and disinformation spread on the platform in the wake of Hamas' armed attacks on Israel.

According to anonymous sources who spoke to financial media outlet Bloomberg, if X does not change its behavior in response to the results of the regulator's investigation, the European Commission could formally decide on sanctions by the end of 2024.

If X does not comply with the EU's warning, it could be fined 6% of X's global sales. The final decision will likely be announced by European Commissioner for the Internal Market Thierry Breton in the summer of 2024.

When Bloomberg asked the European Commission for comment, the agency responded, 'The case against X is ongoing, and there is no deadline for next steps.' X also did not respond to a request for comment.

Regulators are also said to be investigating Meta's Facebook and Instagram, Ali Express, an online shopping site operated by China's Alibaba, and ByteDance, which operates TikTok.
