Vietnam government bans use of banking apps on rooted smartphones

In an effort to maintain the security of online banking services, Vietnam has introduced new regulations for banking apps, which will mean that banking apps will no longer be available on smartphones that have been rooted, jailbroken, or bootloader unlocked.

Circular No. 77/2025/TT-NHNN, signed by the Governor of the State Bank of Vietnam, will bring a number of regulations into effect on banking apps from March 1, 2026.
The regulation requires banks and payment service providers to conduct safety and security assessments of their apps at least every three months. Additionally, service providers must implement solutions to prevent app downgrades and automatically log out or disable apps and notify users if they detect rooting, jailbreaking, or bootloader unlocking.
Starting March 1, 2026, customers who use banking apps on their smartphones will be required to keep them up to date with the latest version and will be strictly prohibited from downgrading to an older version. These regulations are expected to enable companies to quickly detect vulnerabilities and cyber-attack risks.

While it is expected that security will be maintained, some say that it will reduce convenience for customers.
Local media outlet Znews pointed out that 'Chinese-made Android smartphones imported into Vietnam have been severely affected, as they often require unlocking the bootloader in order to install the global version of the OS that supports Vietnamese. While the genuine Chinese OS can still be used, it often suffers from issues such as slow app notifications.'
Znews added that 'customers who buy Samsung smartphones imported from South Korean or Japanese carriers may also be affected, as they may need to modify their devices to remove pre-installed
According to Znews, sensitive apps were blocked on devices that had previously shown signs of a security breach, rendering many banking apps and e-wallets unusable.

The new regulations also extend to biometric authentication, requiring all biometric spoofing detection systems to be brought up to international or equivalent standards to combat attacks using AI to imitate customers' faces and voices.
Local media outlet Grand Pinnacle Tribune reported, 'For the banking industry, this change means that previously uneven security practices will be standardized. Some major banks and payment service providers have already blocked the use of their apps on rooted or jailbroken devices, but the new regulations will be universally and mandatorily applied to all banks and payment intermediaries.'
