Matsuno-san was a member of the Himawari Theater Company and was active as an actor since he was a child under the name Tatsuya Matsuno. He made his voice acting debut in the 1978 anime series 'The Little Prince: Petit Prince.'

From 1982 to 1983, he appeared on the radio show 'Animetopia,' hosted by Mayumi Tanaka and Saeko Shimazu, as a younger brother to his senior in the agency, Yuji Mitsuya, who was also a former child actor. In the anime 'Sasuga no Sarutobi,' which aired around the same time, he played Hattori Yuichiro, a classmate of the main character, Nikumaru Sarutobi, played by Mitsuya.

Matsuno is best known for his role as Kindaichi Hajime in the anime 'The Kindaichi Case Files.' Yamaguchi Kappei played the role in the first movie released in 1996, but Matsuno took over the role for the TV anime that began airing in 1997, which ran for three years and produced one movie. Matsuno also played the role in the TV special produced in 2007, the OVAs released in 2012 and 2013, and 'The Kindaichi Case Files R' aired in 2014 and 2015.

The reason he decided to become an actor was because he 'wanted to transform like Kamen Rider.' Although Matsuno himself never became a Kamen Rider, he did voice a number of monsters in the Kamen Rider and Super Sentai series.

In particular, in 'Ninpuu Sentai Hurricaneger' broadcast from 2002 to 2003, he played the role of Shurikenger, a sky ninja with greater skills than the Hurricanegers. In addition to making a guest appearance in 'Shuriken Sentai Ninninger', he also appeared in 'Ninpuu Sentai Hurricaneger de gozaru! Shushutto 20th Anniversary', which was released in theaters in June 2023, revealing his face.
