The text of the email sent to users in countries that OpenAI does not support has been posted on the OpenAI community forum.

The email said, 'According to our data, your API traffic is coming from a region that is not currently supported by OpenAI. You can find a list of supported countries and regions here . We will be taking additional steps to block API traffic from unsupported countries and regions starting July 9th. To continue using OpenAI's services, you will need to access them from a supported region.' It did not say how long the blockage would last.

In addition, a user of the cloud platform Vercel reported on the online bulletin board site Reddit that they had received the same email from OpenAI. Although Vercel is a US company, there is an area of the Vercel network based in Hong Kong.

At the time of writing, ChatGPT and other services are available in many countries around the world, including the United States, Canada, EU countries, Asia, and parts of Africa. However, some countries, such as China, Russia, North Korea, and Iran, are not supported by OpenAI.

The Register, an IT news site, pointed out that 'OpenAI's decision to block access from four countries, including China, may be influenced by rising tensions between the United States and China.'

It is also believed that China, Russia, North Korea, and Iran have multiple large cybercrime groups, which may be a factor. In fact, OpenAI announced in February 2024 that it had blocked all problematic accounts, claiming that cybercrime groups from China, Russia, North Korea, and Iran were using ChatGPT for phishing attacks and malware development.

The Register contacted OpenAI about the blockage, but had not received a response at the time of writing.
