The U.S. Treasury Department's Office of Foreign Assets Control (OFAC) has designated 12 executives of security firm Kaspersky as 'specially designated nationals' and frozen their assets in accordance with Presidential Executive Order 14024, which provides for the 'Freezing of Assets of the Government of the Russian Federation in Relation to Certain Foreign Harmful Activities.'

On June 20, 2024 local time, the US Department of Commerce banned the domestic sale of the antivirus software 'Kaspersky.'

Following this action, OFAC imposed asset freezes on 12 Kaspersky executives for 'operating within the Russian government's technology sector.' The 12 executives are listed below:
Andrey Gennadyevich Tikhonov, Chief Financial Officer (CFO) and Member of the Board
Daniil Sergeyevich Borshchev, Deputy Head of Tactical and Economic Affairs, Managing Director
Andrey Anatolyevich Efremov, Chief Business Development Officer (CBDO), Managing Director
Igor Gennadyevich Chekunov, Chief Legal Officer and Director
Andrey Petrovich Dukalov: Vice President and Director of Future Technologies
Andrey Anatolyevich Suvorov, Head of the OS Business Unit
Denis Vladimirovich Zenkin, Head of Corporate Communications
Marina Mikhailovna Alexeyeva: Chief Human Resources Officer (CHRO)
Mikhail Yuryevich Gerber: Executive Vice President, Consumer Business
Anton Mikhailovich Ivanov: Chief Technology Officer (CTO)
Kirill Alexandrovich Astrakhan, Executive Vice President of Corporate Business
Anna Vladimirovna Kurashova: Managing Director for Russia and the Commonwealth of Independent States
The 12 individuals will have all assets and interests in assets in the United States blocked, as well as any businesses in which anyone on the list owns 50% or more of any of their assets.
OFAC also clarified that Eugene Kaspersky, the company's founder and CEO, is not listed as a Specially Designated National.
The Treasury Department declined to comment on why Kaspersky was not targeted for sanctions, and a spokesman for Kaspersky did not respond to a request for comment.
