On April 10, 2024, Japanese Prime Minister Fumio Kishida and US President Joe Biden announced in a joint statement that they would 'provide funding for the laying of submarine cables in the Pacific region.' Google, which will be responsible for laying the submarine cables, said, 'We will invest $1 billion to lay two new submarine cables between Japan and the United States to improve digital connectivity between the two countries.' President Biden considers the telecommunications services industry an important national security issue and is promoting American dominance in telecommunications services.

According to Google, the first cable to be laid is an undersea cable called ' Proa ,' which will connect Japan with Guam and the Northern Mariana Islands. NEC Corporation (NEC) will be involved in the installation of Proa. The second undersea cable, ' Taihei ,' will connect Ibaraki Prefecture and Hawaii. This 'Taihei' will be connected to ' Topaz ,' an undersea cable that Google opened in 2023, connecting Vancouver, Canada and Ibaraki Prefecture.



Japan has previously carried out the FASTER project, which aimed to lay an undersea cable network with a total length of approximately 9,000 km connecting Japan, Asia, and the West Coast of the United States, as well as the South-East Asia Japan Cable (SJC) project, which aimed to lay an undersea cable connecting Japan and Singapore, in collaboration with Google, Japanese companies, and others.

Brian Quigley, vice president of Global Network Infrastructure at Google Cloud, said, 'Submarine cables can bring high economic benefits and productivity improvements where they are landed. In fact, in Japan, Google's investments in network infrastructure are estimated to have boosted GDP by $400 million (about 60 billion yen) over the past 10 years through 2024.' He also said, 'Increased access to digital services allows more people to take advantage of skills development and career opportunities, and enables companies and public organizations to better serve their customers and local residents.'
