The bill introduced by two Democratic senators is the AI Foundation Model Transparency Act . The AI Foundation Model Transparency Act would require the Federal Trade Commission (FTC) to work with the National Institute of Standards and Technology (NIST) to establish rules to improve the transparency of training data for AI models. This is the bill that has been submitted.

The AI Foundation Model Transparency Act requires companies that create AI models to 'disclose the source of their training data and how the data is retained during the inference process,' 'describe the model's limitations and risks,' and 'address NIST's planned AI risk management framework.' and other federal standards,' and 'information about the computational power used to train and run AI models.'

In addition, AI developers are asked questions related to medical care and health, biological synthesis, cyber security, elections, police, financial loans, education, employment, public services, children and other social issues. They will also be required to report on their efforts to ensure that AI models do not provide inaccurate or harmful information, including about vulnerable people.



The lawmaker who introduced the bill called for the 'importance of training data transparency,' as AI companies face multiple copyright infringement lawsuits. Specifically, the bill includes ``artist lawsuits against Stability AI, Midjourney, and Deviant Art,'' and ``Getty Images lawsuit against Stability AI.''

The bill states, ``Increasing public access to AI has led to an increase in litigation and public concerns regarding copyright infringement,'' and ``public use of AI models may provide inaccurate or biased information to the public.'' 'There have been countless cases of AI being compromised,' and calls for transparency in the training data that forms the basis of AI models in order to address these concerns.

The Verge points out that the AI Foundation Model Transparency Act will complement the ``Executive Order on AI'' issued by President Joe Biden to help establish reporting standards for AI models. Please note that the presidential order regarding AI is just a presidential order and not a law, so if the AI Foundation Model Transparency Act is passed, the law will become a more stringent regulation.
