SB 1047 is a bill introduced by Senator Scott Wiener of California that aims to establish safety standards for companies developing large-scale AI models above a certain size and price point.

In August 2024, the California State Assembly passed SB 1047, which awaits Governor Newsom's signature.

However, Governor Newsom has now announced that he will not sign SB 1047 and will send it back.

Governor Newsom explained his decision not to sign SB 1047 by saying that as AI capabilities improve at an astonishing pace, the regulatory framework established by SB 1047, which focuses only on expensive, large-scale models, 'may provide a false sense of security.' He also expressed concern that smaller models may emerge that pose the same or greater risks as the models targeted by SB 1047.

He also said SB 1047, which cracks down on even the most basic functions of large-scale models, 'is not the best approach to protecting citizens from the real threats posed by technology,' and that 'an effective regulatory framework for AI needs to keep pace with the technology itself.'

Governor Newsom has signed 17 bills in the past 30 days related to the deployment and regulation of generative AI technology, stating, 'We have a responsibility to protect Californians from the potentially devastating risks of deploying generative AI. We will work thoughtfully and swiftly toward solutions that are adaptable to rapidly changing AI technologies and leverage their potential to advance the public interest.'
