According to the announcement, TSMC plans to launch a limited company 'European Semiconductor Manufacturing Company (ESMC)' in Dresden, Saxony, Germany in collaboration with Bosch, Infineon Technology, and NXP to proceed with the factory construction plan. The total investment will reach 10 billion euros (about 1.57 trillion), and after the establishment of the limited company, TSMC will hold 70% of the shares, and the remaining three companies will hold 10% each.

Construction of the plant will begin in the second half of 2024, with the target to be operational by the end of 2027. The factory will produce 12nm process and 16nm process semiconductors, and is expected to have a production capacity of 40,000 300mm wafers per month. Direct employment of 2,000 high-tech personnel is also planned.
