I tried it with some of the accounts I own, but it seems that regardless of the number of tweets, it seems to be reflected in the order of when the account was created. Although downloading was possible by changing the language, the download button still did not appear even after switching to English-speaking accounts with other old accounts.
This download function is also provided for developers, and the export function by JSON is possible if Twitter API 1.1 is used.
