While acknowledging that open models have risks such as being 'difficult to control and track,' Microsoft argues that 'instead of banning open models, it is important to allow defenders to access models with equivalent performance.'

Microsoft has stated that building a robust open model ecosystem requires 'expanding access to computing resources for startups and researchers' and 'investing in shared learning assets such as datasets and evaluation frameworks,' and has urged policymakers to avoid regulating open models. It also calls for addressing legitimate concerns, such as 'attempts to unfairly extract capabilities from closed models,' through 'targeted legal and commercial frameworks' rather than 'comprehensive regulations.'

Microsoft's statement has been endorsed by major technology companies such as Google, OpenAI, NVIDIA, and AMD. NVIDIA CEO Jensen Huang agreed with the statement, saying, 'The world needs both frontier-level closed models and frontier-level open models.'
