This partnership will integrate Visa's payment functionality into OpenAI's services, enabling developers and merchants to efficiently accept Visa payments via AI agents. Visa will provide OpenAI with network, tokenization, and risk management capabilities that will form the foundation for reliable and secure transactions.
At an event held on June 10, Visa's Chief Product Strategy Officer, Jack Forrestel, gave an example of a customer telling ChatGPT that they were 'looking for wireless headphones under $150 (approximately 24,000 yen),' and ChatGPT then finding and purchasing headphones that met that criteria.
Forestel commented, 'I think most people feel very comfortable with shopping and are at a stage where they recognize it as a great discovery experience.' He then acknowledged that a 'completely different level of trust' is needed to move from the stage where an AI agent recommends products to the stage where a purchase is made.
While it would certainly be convenient if AI agents could purchase goods on behalf of users, this raises concerns for both banks and retailers. This is because users might purchase more than they can afford, AI agents might purchase the wrong items, or customers might refuse payment claiming they did not authorize the transaction.
Visa will implement security measures such as spending limits, restrictions on the types of merchants that can accept the cards, and necessary authorization procedures to protect consumers and minimize fraud. Forrestel commented, 'As AI agents become more actively involved in economic activity, Visa will focus on ensuring the reliability, security, and seamlessness of transactions.'
This is not OpenAI's first foray into online retail. In September 2025, OpenAI announced a new feature called 'Instant Checkout' that allows users to purchase products within ChatGPT. Instant Checkout answers users' questions about shopping and products, and ChatGPT searches the web for products that meet the criteria. If a product is compatible with Instant Checkout, users can simply press a 'Purchase' button to confirm payment information and shipping address, completing the order without leaving ChatGPT.
However, Instant Checkout charged merchants a 4% fee on transactions, which was deemed too high, preventing the number of participating merchants from expanding. Ultimately, OpenAI announced its withdrawal from Instant Checkout in March 2026. Visa and OpenAI have not disclosed the financial terms of this partnership.
Marco Maars, Head of Partnerships for Commerce at OpenAI, said, 'Our partnership with Visa Intelligent Commerce is building an infrastructure for secure, transparent, and user-driven AI agent transactions. This will help people leverage AI agents to do more, while maintaining the confidence that their payments are being processed safely and securely.'
