Taiwan's National Security Bureau has released a report analyzing cyber attacks from China that occurred in 2025. The report reveals that Taiwan is subject to 2.63 million cyber attacks from China per day, with attacks on energy facilities in particular on the rise.

The number of cyber attacks from China against Taiwanese critical facilities is on the rise, more than doubling from 452,187,174 in 2023 to 960,620,609 in 2025. The number of attacks per day has risen from 1.23 million to 2.63 million.



The National Security Agency has named BlackTech, Flax Typhoon, Mustang Panda, APT41, and UNC3886 as the 'top five organizations linked to the Chinese Communist Party.'



The monthly trend in the number of attacks is as follows: Attacks increased particularly in May 2025, one year after President Lai Ching-te took office, and also in November 2025, when Vice President Hsiao Bi-khim gave a speech at the European Parliament.



By facility type, attacks on water-related facilities decreased by 50%, while attacks on energy-related facilities increased by 1000%.



By type of attack, the most common type of attack was 'attacks that exploit vulnerabilities in software or hardware (57%),' followed by 'DDOS attacks (21%)' and 'social engineering attacks (18%).'



The National Security Bureau said, 'We will continue to work with our national security team and relevant government agencies to address cybersecurity threats posed by the Chinese Communist Party.'
