The Advisory Committee on Enforcement (ACE), established by WIPO in 2002, is tasked with providing technical assistance and coordination in the field of enforcement for intellectual property protection. It meets approximately once a year. At its 17th meeting, held in Geneva, Switzerland on February 4-6, 2025, several innovative copyright protection tools were discussed.
One presentation that attracted particular attention was the 'AI-powered anti-piracy toolkit' presented by Portugal's NOS Technology. Pedro Bravo, head of anti-piracy at NOS Technology, explained, 'Piracy is a complex, global problem that is difficult to address through manual monitoring. That's where anti-piracy tools come in. Anti-piracy tools use AI, generative AI, machine learning, blockchain and other automation to detect, verify and respond to piracy cases in real time, protecting intellectual property at every stage.'
Algorithmic removal systems are not new: large platforms like YouTube often use machine learning to detect copyright infringement and other violations of their terms, and have AI-based anti-piracy measures in place within their platforms.
On the other hand, NOS Technology's proposed anti-piracy AI tool detects blocking gateways that connect to Internet Service Providers (ISPs) via APIs and sends instructions, so it can block piracy at the ISP level without human intervention. 'The tool can simultaneously monitor thousands of platforms, networks and users. Predictive analysis can also prevent piracy before it happens,' Bravo said.
While some details about how NOS Technology's AI tool works have not been revealed, Karin Temple, senior vice president of the Motion Picture Association (MPA) , an American film industry group, said, 'We believe that automated solutions are preferred in the rapidly changing piracy ecosystem. Automated communication systems are in place between rights holders and ISPs, allowing rights holders to rapidly communicate updates to online locations that should be blocked under dynamic court orders or under the supervision of competent authorities,' she said, supporting piracy measures using AI tools.
