According to Reuters, the Russian Digital Ministry said that Google had restricted Russian users from creating new accounts. The reason for this is unclear.

According to telecommunications operators, the volume of SMS sent by Google to Russian users has dropped significantly.

'We are uncertain whether two-factor authentication via SMS will continue to work. We encourage users of Google services to make backup copies of their data and switch to alternative methods of two-factor authentication or use national platforms,' the Ministry of Digital Affairs said.

Since Russia invaded Ukraine, Google has reportedly come under pressure from the Russian government for failing to remove content that the Russian government deems illegal, as well as blocking YouTube channels belonging to Russian media and public figures.

Google has also imposed some restrictions in Russia, such as blocking the download and update of paid apps. Google has not stated that these are sanctions in response to the invasion of Ukraine, explaining that the reason is 'part of compliance activities.'

Google has previously blocked ads from serving to Russian users, monetized content that exploits, denies or condones Russia's war in Ukraine, and blocked over 1,000 YouTube channels and over 5.5 million videos, including state-run news. In August 2024, it suspended AdSense accounts in Russia.

In July 2024, the Russian government accused YouTube of 'deteriorating quality because Google has stopped supporting and maintaining its caching system on Russian servers,' and pointed out that numerous violations of the country's laws and disrespect for the country and its people were strong grounds for taking action against YouTube.
