President Macron's statement is as follows:
'We have seen misinformation about France regarding the arrest of Pavel Durov. France is and will remain committed to freedom of expression and communication, innovation and entrepreneurship. In a state governed by the rule of law, in social networks, as in real life, freedoms are exercised within a framework established by law to protect citizens and respect their fundamental rights. Law enforcement is carried out by fully independent courts. The arrest of the Telegram CEO in France is part of an ongoing judicial investigation. This is in no way a political decision. It is decided by the judges.'

According to the Paris court's announcement, Durov was arrested as part of a judicial investigation that began on July 8, 2024, following an independent preliminary investigation by the J3 Division, which combats cybercrimes at the Paris prosecutor's office.

The judicial investigation is being conducted against anonymous individuals on the following charges, including conspiracy and aiding and abetting:
- Controlling online platforms that enable illegal trade by organized groups
-Failing to provide information or documents required by a competent authority to carry out or use legally authorized communications surveillance, when requested by such authority
- Possession of images of minors that are child pornographic
- Systematically distributing, providing, or making available pornographic images of minors
- Acquisition, transportation, possession, provision, or transfer of narcotics
- Providing, transferring or making available any device, equipment, program or data designed to undermine or infringe on the operation of an automated data processing system without a legitimate reason
・Fraud by organized groups
- Conspiracy to commit a felony or a misdemeanor punishable by five years in prison
Durov's detention can be extended until the evening of August 28th local time, and a judge must decide whether to release him or indict him by that deadline.
