In more detail, Durov said, 'If we receive a valid order from the relevant judicial authorities recognizing a person as a suspect, including for criminal activities that violate Telegram's terms of use, we may conduct a legal analysis of the request and provide the user's IP address and phone number to the authorities.' In addition, under Telegram's previous policy, it was only possible to disclose user data if it received a court order regarding terrorist activities. With this update to the terms of use and privacy policy, criminal activities will also be subject to data disclosure.

Durov also announced changes to Telegram's content moderation system. 'Search in Telegram is more powerful than in other messaging apps. Users can find public channels and bots, but it is also true that they have been abused by users who violate the terms of service to sell illegal goods.
