A bill to ban the creation of sexually explicit deepfake images without consent will be introduced in the UK, regardless of whether the creator intends to share the images



The UK government has announced that 'despicable people who create sexually explicit deepfakes will be prosecuted under new legislation announced by the government on 16 April 2024.' The legislation will be introduced through an amendment, which will create criminal penalties even if the creator had no intention of sharing it.

Under the new law, anyone who creates sexually explicit deepfake images without consent could be charged with a criminal offence and face fines, as well as prison time, if the images are widely distributed.

The law states that if someone creates a sexually explicit deepfake, it is a criminal offence even if they had no intention of sharing it.

The legislation will be introduced through the Criminal Justice Amendment Bill, which is currently moving through Parliament. Minister for Victim Protection Laura Faris said: 'The creation of deepfake sexual images is unacceptable, whether the images are shared or not.'



In the UK, sharing sexually explicit deepfake images will be made a criminal offence for the first time, with changes to online safety laws coming into force in 2023. The new law will also mean that anyone who creates sexually explicit deepfake images with malicious intent and without consent will be prosecuted.

The UK government is also considering new laws to punish anyone who takes or records sexual images without consent, or installs equipment that makes this possible.

In March 2024, a 39-year-old man was arrested, charged and

sentenced to 66 weeks in prison for sending images of his genitals to a 15-year-old girl and an adult woman. This was the first conviction in the UK under the revised Online Safety Act.
