CRI is the world's largest cyber partnership, with 48 countries, including Japan, the EU, and the International Criminal Police Organization (INTERPOL), as its members. It was established in response to the increase in ransomware attacks around the world.

Deputy National Security Adviser Anne Neuberger pointed out that ransomware attacks are a cross-border problem and will continue to grow as long as funds continue to be provided to criminals. At this general meeting, she made it clear that she would not pay ransoms, in order to cut off the flow of funds to cybercriminals.

Neuberger argued that paying the ransom would not guarantee the return of stolen data or the erasure of any copied data remaining in the hands of cybercriminals, but would instead encourage future attacks.

Neuberger urged companies to 'practice basic cybersecurity practices,' because companies with proper backups were able to recover more quickly than those who paid the ransom.

Although 40 countries have agreed to the joint pledge prior to the official announcement, some CRI member states have not yet pledged. Neuberger explained that the goal is to have all countries pledge by the time of the final announcement.
