Terraform is a tool that automatically builds infrastructure from code, allowing you to safely and efficiently build, modify, and version. It has been developed by HashiCorp as open source software under Mozilla Public License 2.0 since 2014, but HashiCorp suddenly announced on August 10, 2023 that it would switch Terraform's license to BSL , which partially restricts commercial use. At the same time as the name was decided on September 20, 2023, the Linux Foundation officially announced that the development of OpenTofu would be managed by the Linux Foundation.
