Terraform is a tool that automatically builds infrastructure from code, allowing you to safely and efficiently build, modify, and version. It has been developed by HashiCorp as open source software under Mozilla Public License 2.0 since 2014, but HashiCorp suddenly announced on August 10, 2023 that it would switch Terraform's license to BSL , which partially restricts commercial use. The community opposed this, and the development of ``OpenTF'' as an open source version of Terraform was progressing.

The OpenTF project has been preparing to receive support from the Linux Foundation from the beginning , but the name 'OpenTF' may infringe on Hashicorp's trademark, and an alternative proposal was being sought . There were many suggestions from community members, such as 'terrafork' and 'lunerspoon,' but some of them were semantically different from the original word, so there was less concern about lawsuits, the words and pronunciation were short, ``Tofu'' gained popularity due to its ability to maintain compatibility with extensions.

At the same time as the name was decided on September 20, 2023, the Linux Foundation officially announced that the development of OpenTofu would be managed by the Linux Foundation.

OpenTofu's official page lists its philosophy, goals, and supporters, and has already collaborated with over 140 organizations, including three companies who have offered to support the cost of five full-time engineers over a five-year period. Support from over 700 individuals has been pledged.
