Hugelgupf, who was contacted by Apple in this way, finally found a workaround. According to it, you can check the terms of use on Apple TV by operating 'Settings' 'Users and Accounts' '(User Name)' 'iCloud', signing out and signing in again.
Apple team got back to me. Workaround: go to Settings > Users and Accounts > $user > iCloud > Sign Out
