Ukrainian journalist Illia Ponomarenko said on March 10 with the caption 'The new bill will officially fully legalize the killing of Russian military personnel deployed in Ukraine by civilians', Volodymyr Zelensky. I posted a screenshot of the bill signed by the President. The date of the document is March 3, 2022, and Newsweek states that the decree will come into effect 'from the day after promulgation.'

The content of the decree is that Ukrainian civilians and foreigners staying in Ukraine will not be liable for criminal charges even if they are eliminated by using firearms against those who are invading Ukraine. The decree is valid while martial law is issued, and while civilians are allowed to use firearms, it is necessary to hand over the firearms to the authorities when the martial law is over.
'This bill effectively means that citizens can participate in the fight in Ukraine without fear of legal compensation for violence against Russian troops,' said LBC News, a British news media. In Ukraine, firearms are being provided to reserve personnel, and on February 25, the day after the invasion of Russia began, it was reported that as many as 18,000 firearms were provided with live ammunition. Has been done .
On the other hand, there are concerns that the law will 'Ukrainian civilians will be defined as combatants and the protection under the Geneva Convention will no longer apply.'

Not sure this is a good my be. Will it not also legitimise Russian soldiers killing civilians too?

I think I'd have just allowed the courts to throw out any 'you murdered a Russian soldier' charges instead of painting a target on civilian backs with legislation.
In response to these concerns, there is a counterargument that 'Russian troops have already broken the Geneva Convention and killed civilians.'
Tell us more how all those civillians who were already killed by Russian occupiers were protected by Geneva Convention, or maybe by Budapest memorandum or any other useless international paper or organization.

'No, this is only legal (taking a weapon and killing Russian soldiers). Citizens are combatants only when they take and use a weapon. If people choose not to take a weapon I'm a non-combatant. '
No. It just makes it legal. They only become combatants when they take up arms and use them. If people choose not to take up arms they are non combatants. It's not hard ???????? ♀️

Russian soldiers can * only * claim legitimacy when a civilian picks up a weapon and aims it at them so, in practice, this law is irrelevant either way.

The law says Ukrainians won't be prosecuted * if * they kill Russian soldiers doesn't automatically make civilians combatants.
