While age verification laws similar to Texas's App Store Liability Act are being developed worldwide, companies that operate app stores, such as Apple and Google , are expressing dissatisfaction.

Texas's App Store Liability Act was scheduled to go into effect on January 1, 2026, but Google and Apple expressed concerns that it would 'threaten user privacy.' As a result, Texas federal judge Robert Pittman has issued a preliminary injunction against the App Store Liability Act.

However, the U.S. Court of Appeals for the Fifth Circuit ordered the lifting of this preliminary injunction, so the App Store Liability Act will come into effect on June 4, 2026.

As a result, newly created Apple accounts in Texas will require age verification and parental or guardian consent for minors under 18 to download apps, make in-app purchases, or make significant changes to apps. Parents or guardians can also revoke consent for apps they previously approved for their children. These changes will take effect on June 4, 2026, local time.

Developers can use the Declared Age Range API to request age category data for Apple accounts of users under 18. For significant changes, developers must use the PermissionKit framework's Significant Changes API . It is the developer's responsibility to determine if an app has undergone significant changes. To be notified about parental consent withdrawal, the App Store provides server notifications, which developers can configure to receive notifications when consent for an app on a child's or teenager's device is withdrawn.

Users residing in Texas must prove they are 18 years of age or older when creating a new Apple account. Additionally, Apple accounts for users under 18 must be part of a Family Sharing group . Furthermore, app developers who violate the App Store Liability Act may face civil penalties of up to $10,000 (approximately 1.6 million yen) per violation.



Laws like the App Store Liability Act, which mandates user age verification, have been criticized for being used to monitor adults , for being ineffective and only increasing unnecessary burdens , and for being the result of a campaign by Meta to shift the responsibility of age verification onto app stores. Reports have also been published that point out that Meta is actually spending a lot of money lobbying governments.
