ChatGPT Plus is a personal plan that offers more features than the free version, including message sending, file uploading, advanced inference capabilities, image generation, deep research, agent mode, memory and context expansion, projects and tasks, and custom GPTs. At the time of writing, the monthly fee is 3000 yen.

To use ChatGPT Plus for free, you must take the 'AI for All' online course developed by the University of Malta. This course will teach you what AI is, what it can and cannot do, and how to use AI responsibly at home and in the workplace. Maltese citizens who complete the course will be able to use ChatGPT Plus for free for one year.
While OpenAI's announcement states that the AI for All program is open to 'all Maltese citizens,' the Malta Digital Innovation Authority's guidelines specify that it is open to 'Malta citizens and residents with a valid eID account.' They also plan to expand the program's eligibility to Maltese citizens living abroad, depending on their course completion status.

Maltese Minister of State Silvio Schembri described AI for All as an initiative to equip all citizens with the confidence and skills necessary for the digital age. He also outlined a plan to make AI a truly useful tool in homes, schools, and workplaces by combining free AI education with access to ChatGPT Plus.
OpenAI positions its initiative in Malta as part of 'OpenAI for Countries,' which aims to expand the use of AI in cooperation with governments around the world. George Osborne of OpenAI stated, 'AI is becoming a national public infrastructure, and governments have a role to play in providing citizens with both access to AI and the ability to use it.'
