On February 17, 2026, local time, the European Commission (EC), the EU's policy enforcement body, launched an investigation into Shein under

the Digital Services Act (DSA), citing 'addictive design,' 'lack of transparency in its recommendation system,' and 'sale of illegal products, including child sexual abuse material.'

The EC has sent three requests for information to SHEIN regarding its compliance with the DSA on consumer and minor protection and the transparency of its recommendation system on June 28, 2024 , February 6, 2025 , and November 26, 2025. The EC decided to launch this investigation after a preliminary analysis of the risk assessment report provided by SHEIN, SHEIN's responses to the EC's information requests, and information shared by third parties.

SHEIN will be investigated by the EC for the following three points:

・Addictive design
The risks associated with SHEIN's addictive design, such as rewarding consumers with points or rewards, and the systems SHEIN has put in place to mitigate such risks. Addictive features can have adverse effects on user well-being and online consumer protection.

Lack of transparency in the recommendation system
Regarding the lack of transparency regarding the recommendation systems that SHEIN uses to suggest content and products to users: Under the DSA, SHEIN must disclose the key parameters used in its recommendation systems and provide at least one easily accessible option for users for each recommendation system that is not based on profiling.

- Selling illegal products including child sexual abuse material
Are systems in place to restrict the sale in the EU of illegal products containing potentially child sexual abuse material, such as child-like sex dolls, in compliance with the DSA?



After initiating a formal proceeding, the EC will continue to gather evidence, for example by sending further requests for information to SHEIN or third parties and by conducting monitoring activities and interviews.

The EC will have the power to take further enforcement measures, including adopting provisional measures and non-compliance decisions, and will also have the power to accept undertakings made by Shein to remedy the matters that are the subject of the proceedings.

The DSA does not set a legal deadline for the completion of the formal process.

The EC's investigation into SHEIN follows a warning from the French consumer protection authority after it discovered that SHEIN was selling sex dolls resembling children.

Additionally, in late 2024, the EC also launched an investigation into Temu, another low-cost e-commerce site, for violating the DSA by selling illegal goods.
