'OpenCiv3' is an open-source, cross-platform version of Civilization III



Civilization is a turn-based strategy game in which players aim to win by developing a civilization and engaging in diplomacy and war with other countries. The first board game, Dawn of Civilization, was released in 1982, and the first computer game in the series, Sid Meier's Civilization, was released in 1991. The third computer game in the series, Sid Meier's Civilization III , was released in 2001 and is still enjoyed today with the use of mods. To further expand the gameplay, a fan community project called OpenCiv3 has rebuilt the game as an open source, cross-platform, mod-oriented, and modern game.

The latest title in the Civilization series , Sid Meier's Civilization VII , was released in February 2025 for PC, Nintendo Switch, and PlayStation 5. While new titles for the latest platforms have been released, older titles remain popular, and a project called OpenCiv1 is currently underway, aiming to open-source the original Sid Meier's Civilization by disassembling it.

Like OpenCiv1, OpenCiv3 (formerly C7) is a project aiming to make the third installment of the series, Sid Meier's Civilization III (Civ3), open source and cross-platform.

OpenCiv3 is being built by a fan community using the cross-platform, open-source 2D/3D game engine ' Godot Engine ' and C#, leveraging the best elements of the strategy genre and lessons learned from modding 'Civ3.' It does not copy any of the original 'Civ3' material, and is an entirely new game developed from scratch, not as a mod or patch.

Civ3 has been enjoyed for over 20 years thanks to its attractive artwork, excellent audio, ease of customization thanks to its scenario editor and readily available assets, and the wide range of mods available. However, there are certain limits to the expansion that can be achieved through mods. OpenCiv3 was created to further expand the gameplay in directions that were not anticipated during development.

OpenCiv3 states its ultimate goal as follows: 'Our vision is to rebuild Civ3 the way it was meant to be, for modern modders and players. We're removing limitations, fixing bugs, expanding modding capabilities, and supporting modern graphics and platforms. We aim to surpass Civ3, while retaining all of Civ3's gameplay and content.'

A preview release of v0.3 'Dutch' was announced in December 2025. Below are examples of the 'Standalone Mode' announced in v0.3 'Dutch.' The left shows the game running in standalone mode, while the right shows the game using imported 'Civ3 graphics.' While installing Civ3 graphics previously required purchasing Civ3, v0.3 'Dutch' is the first to run the game using only OpenCiv3.



OpenCiv3 can be played locally by downloading files from the official website . At the time of writing, OpenCiv3 is in active development, with an early pre-alpha version available. While basic gameplay is possible, many mechanics and late-game content are missing, and errors may occur.
