Indonesia lifts block on access to Grok

Indonesia, which became the first country in the world to block access to Grok in January 2026 for spreading sexually explicit images, has now lifted the block after receiving an official letter from X detailing service improvements and countermeasures.

Grok is a generative AI integrated into X, which allows users other than the original poster to freely edit images posted on X. This has raised concerns that unintentional sexual images may be created and spread, and in January 2026, Indonesia became the first country in the world to block access to Grok.

According to Indonesia's Ministry of Communications and Digital Affairs, X has submitted an official letter to the relevant minister outlining its commitment to improving its services in Indonesia and complying with legal regulations in its operations.
The measures proposed by X include strengthening technical protections, restricting access to certain functions, tightening internal rules, and implementing incident response procedures.
Alexander Sabar, head of the Digital Space Supervision Agency, said that the unblocking of access to Grok would resume conditionally and under strict supervision.
However, if insufficient measures or continued violations are found, the Ministry of Communications and Digital Affairs will not hesitate to take corrective measures and may re-block access to Grok.
'We will continue to engage in constructive dialogue, but compliance with Indonesian law is mandatory. Normalizing services is not an end point, but part of a continuous monitoring process by the state,' Sabar said, indicating that the government will continue to verify and test whether the service is effective in deterring the spread of illegal content and violations of child protection principles.
