According to CBS News, the NSA sent an 'Operational Security Special Bulletin' to employees in February 2025 warning them about vulnerabilities when using Signal.
The 'unclassified but for official use only' document, obtained by CBS News from a senior intelligence official, is titled 'Signal Vulnerability' and warns that professional Russian hacking groups are using phishing to bypass Signal's end-to-end encryption and gain access to encrypted conversations.

It was also emphasized that third-party messaging apps such as Signal and WhatsApp cannot be used to transmit sensitive information.
The NSA did not respond to CBS News' request for comment on the incident.
Meanwhile, Signal has criticized the wording on its X (formerly Twitter) account, stating, 'The claim that 'Signal is vulnerable' is false. Although the document uses the word 'vulnerability,' it has nothing to do with Signal's core technology, and is merely a warning against phishing scams targeting Signal users.'
