Large-scale outage in undersea power cable between Finland and Estonia, possible sabotage by external forces
On December 25, 2024, a major outage occurred on the important submarine power cable 'Estlink 2' connecting Finland and Estonia, reducing the power transmission capacity by more than 65%. Finnish authorities are conducting a thorough investigation amid a series of suspected attacks on infrastructure facilities in the Baltic Sea region.

Finland's state-owned transmission operator Fingrid announced at 12:26 local time on December 25 that an unexpected failure occurred on Estlink 2. The failure occurred at 10:26 local time, and the facility's transmission capacity was significantly reduced from 1,016 megawatts to 358 megawatts.
Fingrid stressed that the fault has no impact on Finland's electricity supply and demand, explaining that 'the operation of the transmission system and the power supply remain in good condition despite the fault on the border interconnector.' Fingrid operations manager Arto Parkin said the cause of the fault has not been identified at this time.
Finnish Prime Minister Petteri Orpo commented on Twitter that 'even though it's Christmas, the authorities are doing everything they can to investigate the situation.'

In recent years, there have been a series of attacks on infrastructure facilities in the Baltic Sea region, including power cables, gas pipelines, and communication cables, and authorities are on high alert. In November 2024, an undersea communication cable connecting Finland and Germany was damaged.

It is suspected that the damage to the undersea communications cable may have been caused by a Chinese ship intentionally dropping anchor and dragging the cable while sailing, and it has also been pointed out that this may have been done at the direction of the Russian government.

Fingrid said it would 'immediately release new information on the situation as soon as it becomes available,' and provided Parkin's contact information as a point of contact. The other power transmission cable between Finland and Estonia, Estlink 1, is operating normally, and partial power exchange between the two countries is being maintained.
