President Joe Biden has been working to revitalize the US high-tech industry by slowing down China's AI advances, including by restricting investment in computer chip factories in China and exporting high-performance AI technology from a national security perspective. However, Trump has made it clear that he intends to revoke this executive order put forward by President Biden and reduce the rules imposed on rapidly changing technology.
The BSA supports Trump's policy, stating that 'it is important that American companies maintain the ability to invest in and participate in cutting-edge technological developments wherever they occur. 'The BSA also called on Trump and others to review the trade and investment restrictions of the Biden administration in a 'consistent, efficient, and transparent manner.'
Additionally, the BSA urged the United States not to abandon efforts with allies to develop an international framework on AI governance and technical standards and pursue an 'open data agenda' for AI.
It also recommends that domestic laws be enacted to regulate AI, with provisions adding processes for developers to manage risks and assess the impacts associated with high-risk systems.

Companies are also making recommendations on government policy. To further expand AI innovation, OpenAI is calling for the creation of special economic zones with fewer regulations, the construction of small nuclear reactors to power data centers, and the signing of a North American Accord in which the United States and its allies would work together to strengthen AI-related fields.
'Without government investment, the United States will lose its technological advantage over China and other competitors,' OpenAI warned the government. 'Given the stakes, we must make decisions, actions, and constructions of great magnitude. These decisions will determine whether the United States is positioned to be a first mover in future technological innovations and could have far-reaching implications for our economic competitiveness and national security.'
