WebStorm is a development environment for JavaScript and TypeScript, while Rider is a development environment for game development. At the time of writing, WebStorm isoffered for 8,970 yen and Rider for 19,370 yen on an annual contract, with discounts available for the number of years of use. According to JetBrains, they have newly granted a 'Non-Commercial License' to these two, which allows them to be used for a variety of non-commercial purposes, such as 'learning, any form of content creation, open source code, and hobby development.'

Please note that Non-Commercial licenses do not allow you to opt out of anonymous usage statistics collection, nor do they provide access to private ticket support.

If you are using it for a paid product or a product used as part of your business activities, you will still need a commercial license. The definition of commercial and non-commercial is detailed in

the contract terms . Also, even if you are already a paid contract user, you can switch to a non-commercial license .

According to JetBrains, the results of multiple surveys conducted by the developer community Stack Overflow and others have shown that 68% of developers code as a hobby outside of work, and 40% code for professional development and self-paced learning purposes; this percentage is even higher in the fields of game and web development. In response to these needs, JetBrains has adopted a non-commercial license model.

JetBrains stated, 'By making our development environments free for non-commercial use, our goal is to make our development environments available to a wider range of customers. With this new licensing model, we hope to further lower the barrier to use JetBrains development environments and help you keep learning, growing, and creating.'
