Telegram is a messaging service launched by a Russian and based in Dubai at the time of writing. Although it claims to be highly secure, some have pointed out that its reliability is questionable, including the lack of end-to-end encryption as standard.

Telegram is used as a major messaging service in Russia and Ukraine, and is sometimes used for news distribution because it allows the creation of channels that multiple people can join, similar to Discord. According to multiple analyses, 75% of Ukrainians use Telegram, and there are about 33,000 Telegram channels in Ukraine. President Volodymyr Zelensky, military commanders, and local and city officials also use Telegram to report the latest war news and important decisions.



On September 20, 2024, the National Security and Defense Council of Ukraine announced that it would ban military and government personnel from using Telegram on government-issued devices.

Kirillo Budanov , head of Ukraine's military intelligence agency GUR, presented it with 'demonstrative evidence that Russian special forces had accessed users' private communications, deleted messages and personal data.'

'I have always supported and will continue to support freedom of speech, but the Telegram issue is not a free speech issue, it is a national security issue,' Budanov said. Regarding this decision, Andrey Kovalenko, head of the Ukrainian Center for Countering Disinformation, added that 'Telegram restrictions apply only to government devices, not to personal devices.'



Telegram condemned Ukraine's announcement, saying, 'Telegram has never disclosed data or message content to any country, including Russia. Deleted messages are permanently deleted and are technically impossible to recover. All purported leaked messages have been proven to have been leaked from devices seized by security authorities or infected with malware.'
