UN AI Advisory Body Issues Seven Recommendations for 'Governing AI for Humanity'



On September 19, 2024, the United Nations High-level Advisory Body on AI (HLAB-AI) released its final report, titled 'Governing AI for Humanity,' in which it put forward seven recommendations, including the creation of a fund to close regional AI gaps.

To prepare its report, the UN HLAB-AI held more than 50 consultations around the world, received written submissions from more than 150 organizations and more than 100 individuals, and held 18 in-depth discussions by top experts, culminating in discussions with more than 2,000 stakeholders.

Then, a final report was published in English and French, based on the interim report in December 2023 (PDF file) .



The final report includes seven recommendations:

Recommendation 1: International Scientific Panel on AI
An independent international scientific panel consisting of experts in various fields of AI will be established to publish an annual report summarizing the capabilities, opportunities, risks, uncertainties, etc. of AI. In addition, a thematic research digest will be produced quarterly on the potential for AI to contribute to the achievement of the UN's Sustainable Development Goals (SDGs).

Recommendation 2: Policy dialogue on AI governance
Hold inter-governmental and inter-stakeholder policy dialogues on AI governance twice a year to share and discuss best practices in AI governance, international interoperability, significant AI incidents, and reports of the International Scientific Committee on AI.

Recommendation 3: Exchange on AI standards
Establish an AI standards exchange that brings together representatives from AI standards development organizations, technology companies, civil society, and an international scientific committee.

Recommendation 4: Capacity Development Network
Create an AI Capacity Development Network, linking UN capacity development centres to make expertise, computing power and AI training data available to key stakeholders.

Recommendation 5: Global Fund for AI
Establish a fund, accepted through public and private donations and managed by an independent governance body, to address the AI divide, including by making models available to AI developers in countries with limited access to AI resources.

Recommendation 6: Global AI Data Framework
A global framework for AI data will be established, led by relevant organizations such as the United Nations Commission on International Trade Law, while drawing on the work of other international organizations.

Proposal 7: AI Secretariat
Establish an AI Secretariat within the UN Secretariat to help implement the report's recommendations and advise the UN Secretary-General on issues related to AI.



These recommendations will be discussed at a UN summit scheduled to take place in September 2024.
