Moraes graduated from the Faculty of Law at the University of Sao Paulo and received his doctorate in law with a dissertation on constitutional jurisdiction. After working at the Prosecutor's Office in the state of Sao Paulo, he became Secretary of Public Security in 2002. The state of Sao Paulo was in a turbulent state, with one in four murders committed by the police, but Moraes was criticized for concealing police violence.
