Cartera Digital Beta, which the Spanish government aims to introduce in the summer of 2024, is an app that will allow internet platforms to check whether viewers of adult content are over 18 years old.

Cartera Digital Beta will verify your age by registering information such as your government-issued electronic ID card. Once verified, you will receive 30 'porn credits' with a one-month expiration date, which you can use to access adult content. If you run out of porn credits, you can request additional credits.

Cartera Digital Beta has been criticised by some users as being too complicated, but the Spanish government has argued that its credit-based model is more privacy-conscious than typical age verification apps and has the advantage of making it harder to track users' online activities.

According to Carmen Cabanillas, Director of Governance at the Ministry of Digital Transformation and Public Service, the use of Cartera Digital Beta is entirely voluntary. In the EU, a law is scheduled to come into force in October 2027 that will require websites to block minors from accessing adult content, and the introduction of Cartera Digital Beta is positioned as a pioneering effort toward that legislation.

Foreign media outlet Politico speculates that 'ultimately, Cartera Digital Beta may be replaced by the EU's own digital ID system, eIDAS2.0 , or a wallet app.'

'Such solutions are technically complex and their development requires the public administration to work together with households and all the stakeholders in the digital world. I hope that our solution will receive the greatest possible support from everyone,' said José Luis Escriba, Minister of Digital Transformation and Public Service.
