DoT explained that he called for the use of Starlink to be postponed, 'because Starlink does not have the necessary license to operate in the country.' DoT has also announced that it is requesting Starlink to obtain a license.

Starlink has started public beta testing in the United States and other countries since November 2020, and has started pre-ordering in India on November 1, 2021. According to Starlink's announcement, the number of reservations reached more than 5,000 the day after we started accepting advance reservations. The announcement by the Government of India reveals that the start of reservation acceptance was done without the official permission of the Swedish Post and Telecom Authority.

It's unclear if the Indian customer's order pre-booked with Starlink will be canceled or the service will be postponed until the license is obtained. By 2022, Starlink plans to deploy more than 200,000 Starlink devices in India, 80% of which will be located in rural areas and other rural areas where infrastructure is underdeveloped.

Starlink replied, 'No comment so far,' to Reuters when asked about the DoT announcement.
