Xavier is a four-wheel autonomous driving robot equipped with a 360-degree night-vision camera, microphone, and speaker. Xavier travels on a predetermined route, captures the behavior of citizens with a camera, and analyzes the images with a system equipped with artificial intelligence. When a violation is detected, a preset synthetic voice is played and a warning message is displayed on the monitor. It is also possible for remote observers to communicate directly with the on-site citizens using microphones and speakers.

A warning 'Please park at the bicycle parking lot' is issued with synthetic voice and monitor display.
It can also warn men smoking in non-smoking areas, 'Do not smoke in prohibited areas such as covered sidewalks.' It also detects illegal street sales, sidewalk bikes, and gatherings of five or more people.
Xavier was jointly developed by the Home Team Science and Technology Agency (HTX) , a legal institution in Singapore, and the Agency for Science, Technology and Research, Singapore. In addition, the National Environment Agency, Land Transport Authority, Singapore Food Agency, and Housing Commission are involved in the project. The purpose of Xavier is to reduce the burden of patrols in the field, which requires a large amount of personnel, and authorities say that Xavier will be used for education and deterrence rather than law enforcement.
