A photograph of the flood of the dam which shaped like a gigantic morning glory
The flood discharge (Kuzu Ibuki) is a water discharge facility for when the dam crosses the proper water level, such as during a flood. Generally it seems to be provided in the center part of the dam main body and right and left, but there is a dam with morning glory type flood discharge in the middle of the dam. You can see what kind of thing you see by looking at the picture.
Details are as follows.

This flood is located in the northern part of California, a dam named Monticello Dam. The diameter of the hole is 72 feet in a wide place and about 28 feet in a narrow place. It seems that the distance to the exit is 700 feet (about 213 m). It is said that flooding can drain 1370 cubic meters of water per second.
