AT & T had crossed all traffic of the net to the National Security Agency

AT & T is the largest telecommunications company in the United States, NTT in Japan. It seems that NSA, the National Security Agency had crossed all the communication data on the net. In other words, all the communication on the net can be intercepted. Is it an integrated X-Files?
