President Donald Trump has signed two executive orders aimed at advancing quantum computing research and strengthening security measures in preparation for 'post-quantum cryptography.'

One of the executive orders signed by President Trump is Executive Order 14411, titled 'Opening New Frontiers in Quantum Innovation.'

President Trump outlined the purpose of the executive order, stating, 'America is on the cusp of the quantum revolution. Quantum information technology will bring transformative capabilities to drive American innovation, boost economic growth, create high-paying jobs and strengthen national security. As other countries move rapidly to challenge America, we must take a unified, government-wide approach to accelerate the deployment and commercialization of quantum computing, quantum sensing, and quantum networking.'

This executive order will lead to a redesign of policies aimed at supporting quantum information science and technology, with collaboration between the President's Science and Technology Advisor, the Secretary of Commerce, the Secretary of Energy, and other officials. Once these policies are published, relevant agencies will be required to take measures in line with them.



Furthermore, a quantum computing program for applied development and discovery science has been launched, and at least one quantum computer will be deployed at a Department of Energy facility with the aim of ushering in an era of quantum scientific discovery. The program also aims to strengthen the domestic supply chain for quantum infrastructure and quantum materials development, as well as to enhance measures against potential threats to the quantum ecosystem.

Along with the expansion of quantum information science and technology, efforts will be made to strengthen the domestic ecosystem utilizing quantum computers, and a foundation will be built for sharing quantum computing information with the Ministry of War, the Ministry of Commerce, the Ministry of Energy, and other ministries.

Another executive order is Executive Order 14409, titled 'Protecting the Nation from Sophisticated Cryptographic Attacks.'

In recent years, advancements in quantum computer development have revealed the possibility that encryption systems that are considered to take an enormous amount of time to decipher on existing computers may be broken by quantum computers. To address this situation, there is a pressing need to act with a view to the 'post-quantum cryptography' world that will emerge after the development of quantum cryptography.

This presidential order aims to strengthen domestic cybersecurity in preparation for the post-quantum cryptography era.



The presidential order mandates that government systems with high asset value, as well as those with particularly significant impact, such as finance and the military, be made post-quantum cryptography compliant by 2031. Each government agency must select a representative to work on its post-quantum cryptography transition plan and begin working towards the transition.

President Trump wrote, 'The emergence of large-scale quantum computers, and especially if they fall into the hands of adversaries, will pose a significant threat to widely used cryptographic security systems. In light of these threats, we must take steps to strengthen cryptographic protections for our nation's sensitive data, critical infrastructure, and digital economy.'
