Norris was born on March 10, 1940, in Ryan, a small town in southern Oklahoma. According to Norris's own recollections, he was shy as a child and was not good at sports or academics.
After graduating from high school in 1958, he joined the U.S. Air Force as an Air Force police officer and was given the nickname 'Chuck,' which he would later use as his stage name.
After being assigned to Osan Air Base in South Korea, he returned to the United States and was discharged in August 1962. From then on, he ran a karate dojo and participated in tournaments, winning numerous karate titles before retiring from competitive karate in 1969. During this time, he also provided martial arts instruction to actors and developed a close friendship with Bruce Lee, who starred in the superhero drama 'The Green Hornet,' through training together.
He made his acting debut in 1968 with a minor role in the spy comedy film 'The Silencers.'

In the 1972 action film 'The Way of the Dragon,' he gained attention for his role as Bruce Lee's nemesis, a karateka.
