LIBRA is a cryptocurrency created on February 14, 2025, by a venture company headquartered in Delaware, USA. Just three minutes after the cryptocurrency was created, President Mirei posted about LIBRA on his X, Instagram, and Facebook accounts. In the post, he explained his intention to 'launch a private economic initiative to stimulate Argentina's economic growth through investment in small businesses and startups.'
Immediately after President Millais's post, the price of LIBRA surged 500 times in 40 minutes. However, when the price reached a certain level, the founder of LIBRA, who held 70% of the total supply, suddenly sold his shares, causing the price to plummet by 85%. It is estimated that the operators of LIBRA made a profit of approximately $87 million (approximately 13.8 billion yen) in just three hours, at the expense of about 74,000 investors, raising concerns that it may be a ragpull , a type of investment fraud. President Millais deleted the post within hours of the initial promotion and admitted that he had 'shared information without properly verifying the details of the project,' but explained that he had no connection whatsoever to the operation of LIBRA.
In connection with this series of issues, Argentine judicial authorities have been analyzing the communication records and electronic devices of cryptocurrency operators and related parties. On March 14, 2026, Argentine investigative journalism firm El Destape reported that documents recovered from a lobbyist's mobile phone contained payment agreements between President Mirei and LIBRA, as well as call records from just hours prior to LIBRA promotion.

The Directorate for Technical Assistance in Criminal Investigations (DATIP), under the Argentine Public Prosecutor's Office, discovered a document created on February 11, 2025, three days before LIBRA was created and promoted by President Mirei, in a cell phone seized from Argentine lobbyist Mauricio Novelli. The document, written in English, stated that an initial payment of $1.5 million (approximately 200 million yen) would be made, followed by another $1.5 million as a reward for posting in support of LIBRA on social media. Furthermore, there was a plan to pay President Mirei and his sister, Karina Mirei, a senior official in the presidential palace, $2 million (approximately 300 million yen) in the form of a 'consulting contract related to blockchain and AI,' revealing that the contract stipulated that President Mirei and others would receive a total of $5 million (approximately 700 million yen) in compensation through three stages of payment.
Furthermore, digital forensic analysis by investigators confirmed that multiple messages were exchanged between President Millais and Ms. Novelli at the time LIBRA was posted on social media. It was also found that President Millais and Ms. Novelli spoke on multiple calls in the minutes immediately before and after President Millais posted an advertisement for LIBRA on social media, and that Ms. Novelli received a call back from President Millais when she tried to contact Karina Millais.

The day after its launch, LIBRA issued a statement claiming that 'the LIBRA project is a success, but President Milley had no involvement in its development whatsoever.' A draft of this statement was also found on Novelli's cell phone, and according to reports, the draft included the phrase, 'This is the only way to save him and us.'
However, the discovered documents are in the draft stage of the contract, and it has not been confirmed whether an agreement or payment was actually made. Argentine judicial authorities are continuing their investigation, including examining communication records and the flow of funds.
